MINUTES OF THE COUNCIL MEETING TUESDAY 20 DECEMBER 2016 7.00 p.m.

1. The Mayor welcomed all present to the meeting. She asked the question – “Is any member of the public or any member making a recording of this meeting
The answer was “No” and there were no members of the public seated in the public gallery.
2. Apologies for absence were received from Councillors Mrs Ailia Lewis MBE, K Tatlock, Mrs Jean A Ll Williams, J V Owen, Mrs R N Keegans and J M Evans.
3. DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:
No declarations were made.
4. MAYOR’S ANNOUNCEMENTS:
The Mayor stated that she had attended the following functions:-
On Wednesday 7th December had attended the “Choose Life” Project a North Wales Police Project when ex-offenders were talking to local school children; on Thursday 8th December attended a meeting at the Town Hall to discuss the budget proposals for 2017/2018; on Friday 11th December attended a meeting with the Town Clerk re: responses to the questionnaires (Big Park and Screen 2); on Monday 12th December attended St Cybi’s Church to dress the Council Christmas Tree for the Tree festival. The Mayor thanked Councillor Mrs Ailia Lewis for her assistance with this. On Monday 12th December attended a meeting at the Town Hall with officers of the Anglesey County Council to discuss travel routes to the new Primary School at Ysgol Cybi; This meeting had been arranged by officers of the Anglesey County Council. On Tuesday 13th December she attended the Senior Citizen’s Christmas Party which was well attended and she thanked Councillor Stan Hadley and Councillor Jeff Evans for their assistance as over 200 persons had enjoyed a Christmas meal organised by the J E O’Toole Centre.

5. TO RECEIVE AN UP-DATE FROM THE TOWN CLERK:
The Town Clerk informed the members present that he would be attending a meeting during the afternoon of Wednesday 21st December with the Mayor at the Council Offices Llangefni with officers of the Anglesey County Council. This was to discuss the big Park at New Park Road and the Breakwater Country Park. In the meantime the Town Clerk had had a visit from representatives of the Holyhead Maritime Museum when they indicated that they would be interested in taking over the South Stack Lighthouse which was a major tourism attraction in the locality. The Town Clerk explained that this land was situated in the Trearddur Community Council area.
As the Holyhead Town Council had not received any official notification from the Anglesey County Council regarding the South Stack Lighthouse, it was resolved that the Holyhead Town Council would need to be informed of all the financial and legal implications this would have. The Town Clerk and the Mayor would raise this issue at the meeting to be held in Llangefni on the 21st December 2016.

The Town Clerk informed members that Sean Redmond was no longer a Town Councillor due to non-attendance at meetings during the past six months.
The Town Clerk had been informed by the Electoral Office (Anglesey County Council) that as the vacancy is within six months of the next Election, the Council are unable to fill the vacancy.
6. To receive for information the Minutes of the Council meeting held on Monday
5th December 2016:
Matters arising:- Page 3 item 6 : Councillor Mrs Ann Kennedy wished it to be added to the Minutes that she had suggested that the re-introduction of walkie-talkies to the shop-keepers in the town centre would be a good idea to assist in shop-lifting situations.

7. DRAFT ESTIMATES 2017/2018 and Report prepared by the Town Clerk: (attached)
The Town Clerk reported that if the Report was accepted that the Town Council would have £80,000.00 in the reserve for the possibility of taking over the Park in New Park Road and £50,000.00 in the general reserve.
It was resolved, proposed and seconded to approve the recommendation in the Report that the net expenditure for the Holyhead Town Council for the year 2017/2018 should be £387,292.00 and that the Council Tax Band ‘D’ should be £101.63 with the charges for the other bands being in proportion.

It was resolved, proposed and seconded to note the information contained in the Order.

Appl no. LPA37L/CC/LB/VAR : Application under Section 73 for the variation of condition (02) (in accordance with then approved plans) of listed building consent reference 19LPA37D/CC/LB (alterations and extensions to existing building to create a new primary school so as to refer to drawing number 2716 Rev D in lieu of drawing number 2716 Rev C (details of internal doors) on land near Ysgol Uwchradd Caergybi.
It was resolved to make no objection.
