1. To ask the question – Is any member of the public or any member making a recording of this meeting?
John Jeffrey from the public gallery stated that he was tape-recording the meeting and the Town Clerk requested a copy of the recording.

3. DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:
Councillor J M Evans in all Planning applications as he is a member of the Anglesey County Council Planning Committee and also correspondence item (b) request from the O’Toole Centre (Christmas Party 2016 donation as Councillor Evans supports the organisers of the Christmas Party and correspondence letter (i) request for financial donation towards petrol costs in Charity cycle to Italy in raising funds for 4 Cancer Charities
Councillor E G Jones in correspondence letter (i) as he is one of the cyclists taking part in the sponsored Charity cycle ride to Italy
Councillor W J Chorlton is correspondence item (e) as he is a member of the Anglesey County Council Standards Committee
Councillor J V Owen in relation to the Planning application no 19C1187 Memorial bollard and flagpole on land at the Shelter, Newry Beach, Holyhead (Connemara Memorial)
4. To receive an up-date from the Town Clerk:
The Town Clerk informed members that new Christmas Lighting features in the town centre would be erected as grant monies had been obtained via VVP funding (£5,000) and also new lights would be put onto the Christmas tree. The Christmas Lighting switch on Ceremony, Parade and hospitality would be held on Saturday 26 November 2016 in the town centre.
In regards to the big Park at New Park Road and Screen 2 at the Empire Cinema a lottery application had passed stage 1 for both projects and through VVP funding the Anglesey County Council had appointed a PR company. A public consultation would be held in the main hall of the town hall between 10.00 a.m. and 8.00 p.m. on Friday 25th November 2016. Members of the public will be asked to give their views on what facilities/improvements they would like to have at the Park. Posters would be erected in the Community notice cases and at other locations throughout the town informing the public of this consultation.

The Town Clerk emphasised that possible improvements at the big Park would be subject to obtaining the necessary funding and he had already set aside funds in the Town Council’s budget should there be a shortfall in the grant funding applied for. The Town Clerk also stated that the Town Council had requested representatives from various youth organisations, such as the Brownies, Girl Guides, Sea Cadets, Scouts, representatives of the new Primary School, Holyhead High School, a representative from the Leisure Department of the Anglesey County Council and also a representative from Anwyl Homes to attend a focus group meeting to be held at the Town Hall Council Chamber on Tuesday 22nd November2016. The Town Clerk stated that a survey had also been included onto the Town Council’s website for members of the public to complete in respect of the Screen 2 application for funding. News of the second stage of the application for lottery funding would be made known at a later stage as the application would be submitted in January 2017. The local Press will also be publishing an advert regarding the public consultation to be held on Friday 25th November 2016.
5. Town Clerk to report on Police investigation regarding allegations made about this Council:
The Town Clerk stated that he had received confirmation via E mail that North Wales Police will not take action against Holyhead Town Council. The Ombudsman, the Audit Office and the North Wales Police had found no evidence of criminality or corruption.
It was resolved, proposed and seconded that the Holyhead Town Council request that the Councillor who made the allegations – Councillor S J Redmond to apologise to the Holyhead Town Council.

6. RECEIPTS AND PAYMENTS for the month of September 2016:
It was resolved, proposed and seconded that all receipts amounting to a total of £51,450.56 and payments amounting to £122,591.61 (cheque nos 109986 – 110022) be approved.

7. CORRESPONDENCE:
(a) Dewi R Williams Head of Highways Anglesey County Council : Town & Country Planning Act 1990 Section 257 : Application to extinguish part of footpath no 4 at Holyhead
It was resolved that the Holyhead Town Council was against the Order and that the Town Clerk and the Mayor should consult with a representative of Anwyl Homes.

It was resolved, proposed and seconded to make a donation of £200.00.

(c) Marie Lidgett, Communications Officer, St David’s Hospice, Llandudno (Letter addressed to the Empire Complex Manager thanking the Cinema for showing the St David’s Hospice animation film throughout the month of September.
It was resolved to note the information in the letter.

Councillor Mrs R N Keegans extended her thanks and suggested future fund-raising events to assist the St David’s Hospice in the future.
(d) Denise Shaw, Warden, RSPB South Stack, Holyhead : Burning of small patches of heather on Holyhead Mountain from the end of October 2016 to the end of March 2017.
It was resolved to note the information in the letter.

(e) Mike Wilson Chairman of Anglesey County Council Standards Committee : Congratulating the Holyhead Town Council of accurate and organised record keeping of Minutes etc. (E mail message dated 18 October 2016)
It was resolved to note the information contained in the E Mail message. The Town Clerk was congratulated by Councillor J M Evans and Councillor J V Owen. The Town Clerk stressed that not only himself needed to be congratulated but that the Holyhead Town Council was a team who deals with specific tasks in their day to day duties.

It was resolved, proposed and seconded that Holyhead Town Council make a donation of £200.00 to the Holyhead Maritime Heritage Group.

(h) Miss A Jones, Highways Dept, Anglesey County Council : New development by Anwyl Homes – Land at South Stack Road, Holyhead : Holyhead Town Council to suggest a name for the new development
It was resolved that the Town Council suggest the name “Parc Tyddyn Bach” as the name of the development and that Council members should contact the Town Clerk with other suggestions regarding other names to parts of the Estate.

(i) Councillor J M Evans : Sponsored cycle ride to Italy and back raising funds towards Breast Cancer, Testicular Cancer, Prostrate Cancer and Alaw Ward at Ysbyty Gwynedd.
Request for financial donation to the 4 Charities or towards fuel costs
It was resolved, proposed and seconded to make a financial donation towards each of the four Charities to a total sum of £200 = £50 per Charity.

(j) Angela Jones, Highways Dept, Anglesey County Council : New development by DU Construction Ltd – former site of the “Purrfect Cattery”, Maeshyfryd Road, Holyhead
Holyhead Town Council to suggest a new name for the development.
It was resolved that the Holyhead Town Council were in favour of the name suggested by the developer that it should be known as “Ty Hen”.
