1. To elect a Chairperson for the year 2017/2018:
Councillor Alan Williams was proposed and seconded. There were no other nominations. Councillor Alan Williams then chaired the meeting. He thanked his fellow Councillors for electing him as Chairperson.

Councillor Vaughan Williams was proposed and seconded. There were no other nominations. Councillor Vaughan Williams thanked his fellow Councillors for electing him as Vice-Chairperson.

5. DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:
Councillor Keith Thomas in correspondence (a) from Mön CF – request for financial donation (personal interest) as he is an Executive member of Mön CF will not take part in the debate or vote
Councillor Mrs Ann Kennedy in correspondence (a) from Mön CF – request for financial donation as she is a Board member of Mön CF and a Board member of the Town Centre forum.
Councillor Vaughan Williams in item 8 of the Agenda as he is married to one of the applicants wishing to be co-opted onto the Council for the Maeshyfryd Ward

6. To receive an up-date from the Town Clerk:
The Town Clerk stated that the legal documentation for the Holyhead Park was being finalised and that it looked like the Holyhead Town Council would be taking over the ownership/running of the Park as from July of 2017. The application for Lottery funding would, hopefully, be known by September of this year. The Town Clerk referred to the positive feedback that was obtained from the public consultation that was held and he proposed that the Town Council set up a Leisure Services Committee in the near future to manage the process of carrying out improvements to the Park, The Town Clerk confirmed that had already spoken to the Head of Ysgol Cybi, Mön CF and the Headteacher of the Holyhead High School. The Town Clerk confirmed that funds had been set aside in the Council’s budget (£80,000) over 2 years, and also £50,000 has been confirmed from the Anglesey Charitable Trust. Improvements to the big Park would be carried out on what was deemed essential on a priority basis. The Town Clerk informed members that it was 100 years this year that the Holyhead Park was given to the people of the town by Mrs Thomas and that a commemorate event should be organised in the Park during the summer months to celebrate this all members of the Town Council and the local County Councillor will be invited. The Town Clerk informed members that discussions are ongoing with Agoriad with the possibility of taking over the Breakwater Country Park should the County Council wish to transfer it.
7. It was resolved, proposed and seconded to go into Full Council and Councillor Mrs Ann Kennedy (the Mayor) chaired the meeting.

To submit for approval Income & Expenditure and Statement of Assurance Section 2 Annual Return for the year ending 31st March 2017 and the Internal Auditor’s Report:
The Council considered all the documentation in turn and Councillors asked questions which they needed clarification on. The Town Clerk answered their questions and it was resolved to approve the Income & Expenditure and Statement of Assurance Section 2 Annual Return for the year ending 31st March 2017 and the Internal Auditor’s Report.

8. To co-opt by vote one applicant onto the Maeshyfryd Ward:
A total of 6 applicants had applied by letter to be co-opted onto the Town Council.
Not all of the applicants were present in the Council Chamber. It was resolved, proposed and seconded that all applicants be voted by means of elimination and it was resolved by a majority vote that Jennifer Saboor be elected onto the Maeshyfryd Ward.

Councillor Vaughan Williams left the Council Chamber when the voting was being held.
The Town Clerk informed members that the vacancy in the Parc a’r Mynydd Ward for one member would have to be dealt with by way of an election. He had been advised of this by the Electoral Office of the Anglesey County Council.
9. To submit for information and discussion Report from the County Council’s Standards Committee – Report attached:
The Town Clerk read out to the Councillors present the previous correspondence received from Mr Michael Wilson the Chairman of the Anglesey County Council Standards Committee praising the way in which Holyhead Town Council carried out it’s day to day record keeping and procedures which were of a high standard.
The Report submitted with this Agenda was not aimed at a specific Council but had been submitted to all Councils that had received an assessment from representatives of the Anglesey County Council’s Standards Committee.
It was resolved, proposed and seconded to note the information contained in the Report.

It was resolved, proposed and seconded that the following Councillors be nominated:-
