MINUTES OF THE COUNCIL MEETING HELD ON MONDAY 5 DECEMBER 2016 7.00 p.m.

1. The Mayor from the Chair,  asked  the question – Is any member of the public or any member making a recording of this meeting?

No one was making a recording of the meeting.

 

2.  Apologies for absence were received from Councillor Keith R Roberts, K Tatlock, Mrs Jean A Ll Williams and Mrs Norma Keegans

 

3.  DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:

Councillor J M Evans in all Planning applications and in approval of Finance & General Purposes Committee meeting (7 11 2016) item (i) Sponsored cycle ride to Italy and back – donation request.

Councillor J M Evans in correspondence item (b) diversion of footpath no 4 (land at Tyddyn Bach)

Councillor J V Owen did not take part in the vote on planning appl no19C649D – Change of use of building from a senior citizen’s club to a boxing club (retrospective) together with alteration and extensions thereto, Vicarage Lane, Holyhead.

 

4.  MAYOR’S ANNOUNCEMENTS:

The Mayor stated that she had attended the following:-

3rd October – 7th October the Waterfront Enquiry which was held in the Town Hall; 7th October met bikers who had cycled from Cardiff in support of Children in Need; 9th October attended the Mayor’s Sunday at Llangefni; 10th October 2016 met with representatives of Orthios; 12th October met with VVP officers; 13th October attended the MCPT Awards Ceremony in Bangor; on the 18th and 19th October attended meetings in the Town Hall; on the 24th October attended the Events Committee meeting; on the 26th October attended the opening of the youth POD; on the 31st October attended St Mary’s Catholic Church to remember those who lost their lives in the Connemara disaster; on the 3rd November did reading for the impaired sighting group; on the 3rd November attended a Commemorative Service; from the 4th – 5th November attended a Civic Reception in Ireland;

from the 6th – 10th November could not attended any activity due to sustaining a fall in Ireland;  the Mayor thanked the Deputy Mayor, Councillor Keith R Roberts for filling in her duties whilst she was recouperating; on Friday 11th November attended the Holyhead Cenotaph;

On Sunday 13th November attended St Cybi’s Church and the Holyhead Cenotaph to lay a Wreath (Remembrance Sunday); on the 25th November attended a consultation in the town hall; on Saturday 26th November attended the Christmas Lighting Switch on Ceremony which was well attended when musical entertainment was put on; from the 28th – 29th November travelled to Cardiff to attend the Welsh Hospitality Awards as the Holyhead Playcentre had been awarded the top prize; on the 2nd December 2016 attended the photo shoot at the Empire Playcentre together with all the staff and the Town Clerk; on Saturday 3rd December 2016 met with the Gateway Club in the Gwelfor Community Centre and also attended meetings in the Town Hall regarding various issues with constituents.  The Mayor thanked all those Councillors who had supported her.

The Mayor brought with her to the meeting the Award which had been presented to the Holyhead Town Council from the Welsh Hospitality Awards Ceremony held in Cardiff.

Councillor J M Evans stated that the Connemara Remembrance was a poignant Service held at

St Mary’s Catholic Church on the 3rd November and thanked the Committee members as people had travelled far and wide to attend the Church Service.  Councillor Evans also paid tribute to all of the staff of the Empire complex on their recent Award and requested that a letter of congratulations be sent to the Complex Manager.

 

5.  To receive an up-date from the Town Clerk:

The Town Clerk stated that Town Council staff would be at TESCO and MORRISONS obtaining the views of the general public and asking them to fill in forms regarding the future use, activities and facilities they would like to see at the Holyhead Park at New Park Road.  The second application for Lottery funding had to be sent in by the 14 January 2016.  The focus group meeting held on Tuesday 22nd November 2016 had been well attended and he had received letters of support from various organisations in the town.

The Town Clerk stated that a Council meeting would be held on Tuesday 20th December 2016 to deal specifically with setting the Precept for next year, this would help with the deadline for the Lottery application.

6.  To welcome Inspector Jason Higgins to the meeting:

Councillors voiced their concerns which included cyclists travelling the wrong way through the town centre, illegal parking  in various locations – Kingsland Road, Baptist Street, Holborn Road

and London Road.

Inspector Higgins stated that he would look into this but that it was the Anglesey County Council, through the Traffic Wardens who now had authority to issue parking fines.  The Councillors felt that there were insufficient Traffic Wardens employed currently to deal effectively with all of the parking problems throughout the whole of the island and not just Holyhead.

Councillors agreed that the owners of illegally parked cars should be issued with stickers on their cars as a warning. 

Damage had also been caused to cars in the early hours of the morning in various streets. This had resulted in a great deal of expense to the vehicle owners concerned. Inspector Higgins stated that the Police were still making investigations regarding this. 

Shop lifting was still a problem as well as youth nuisance in the area of the Kingsland Community Centre.

Inspector Higgins made a note of all of the concerns of the Councillors which he would follow up and report back to them when he attended a Council meeting in the future.

It was resolved, proposed and seconded that a special Meeting be arranged in the New Year and invite the Police & Crime Commissioner, the MP, the AM, and a representative from the Anglesey County Council Highways Department to see what can be done to alleviate the parking problems throughout the town.

The Town Clerk stated that the Holyhead Town Council had already sent a letter to Theresa May MP requesting additional funds for policing but that no response had been received.

It was resolved, proposed and seconded to receive for information (as a true record) the Minutes of the Council meeting held on the 24th October 2016.

9.  To approve the Minutes of the Finance & General Purposes Committee meeting held on Monday 7th November 2016:

Matters arising:- Page 4 item (i) Sponsored cycle ride to Italy and back. Request for financial support to 4 Cancer Charities. The Town Clerk stated that there was some confusion when the vote was originally held and it was resolved to stick to the resolution of donating £200 - £50 to each of the 4 Cancer Charities.  Councillor JV Owen voted against this resolution and one

It was resolved that all Receipts and Payments be approved.

11.  CONSULTATION ON ANGLESEY COUNTY COU8NCIL’S BUDGET PROPOSALS 2017/2018 (Document enclosed)

Also correspondence letter (E) considered from the Citizen’s Advice Bureau.

It was resolved that the Holyhead Town Council write to the Anglesey County Council

stating that Holyhead Town Council would like to see Anglesey County Council’s  continued financial support being given to the CAB in Holyhead and Anglesey as this organisation assists in advice to those vulnerable in our society.

12.  CORRESPONDENCE:

(a)  A Jones (Highways Dept) Anglesey County Council : New development by DU Construction Ltd – former site of the “Purrfect Cattery”, Maeshyfryd Road, Holyhead

It was resolved, proposed and seconded to suggest that the new Development should be known as “Maeshyfryd Mews”.

(b)  A G Evans (Highways Dept) Anglesey County Council : Town & Country Planning Act 1990 S257 : Application to extinguish part of public footpath No 4 Holyhead – site of the new development by Anwyl Construction (land at Tyddyn Bach)

It was resolved, proposed and seconded that the Town Clerk write to the Anglesey County Council and ask them that if they had already made a decision to extinguish and divert part of footpath no 4 then why did they seek the views of the Town Council on this and did the Anglesey County Council have authority to extinquish and divert this footpath in the first instance.

It was resolved, proposed and seconded to make a normal donation (£30).

It was resolved, proposed and seconded to make no objection to the proposal.

(e)  Jackie Blackwell Ynys Môn Citizen’s Advice : Reduction in funding from the Anglesey County Council and request for financial support from the Holyhead Town Council

This correspondence letter had already been considered in item 6 of the Agenda.

The Town Clerk would write to the Citizen’s Advice Bureau in reply to their letter.

(f)  Holyhead Sailing Club : Squib UK National Championship 2017 : Town Clerk to report

The Town Clerk stated that he had already met with members of the Committee of the Squib National Championship 2017 and this would be a prestigeous event for the town in attracting sailors and visitors from all over the UK.

It was resolved, proposed and seconded that the Holyhead make a donation of £500 and the Town Clerk would also discuss awarding a trophy in memory of Chris Hogan who had achieved a great deal of success in sailing in the past.  Councillor S Hadley would discuss this with the Town Clerk.
