MINUTES OF THE COUNCIL MEETING MONDAY 2ND OCTOBER 2017 6.00 p.m.

 

Councillors present:  Mrs Ann Kennedy (Mayor), Keith Thomas, S J Redmond, Alan Williams, Hywel Williams, Mrs Beryl Warner BEM, Mrs Jennifer Saboor, W J Chorlton, T Lloyd Hughes MBE, Keith R Roberts, Richard Parry, K Tatlock, Raymond Jones, Adrienne Edwards, Mrs Ailia Lewis MBE and Vaughan Williams

1.  To ask the question – “Is any member of the public or any member making a recording of this meeting?

No-one was making a recording of the meeting.

 

2.  Apologies for absence:

There were no apologies as all Councillors were in attendance at the meeting.

 

3.  DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:

Councillor Trefor Lloyd Hughes MBE in all Planning applications as he is a member of the Anglesey County Council Planning Committee and he is also a member of the Anglesey County Council Standards Committee (item 8 of the Agenda)

Councillor S J Redmond in all Planning applications as he is a member of the Anglesey County Council Planning Committee.

 

4. MAYOR’S ANNOUNCEMENTS:

Councillor Ann Kennedy stated that she had attended the following events:-

24 June Reception at RAF Valley; 10July handed over keys for the New Park Road Park from the Isle of Anglesey County Council to the Holyhead Town Council; 4July attended Revd Thomas Ellis Primary School for the final event; 12 July attended the new Ynys Cybi Primary School Open Day; 13 – 15July attended a Live Book event at the POD in Market Street speaking to school pupils between 9.00 a.m. and 12.00 noon each day; 16 July attended the High School Garden Party; 24 July attended the Town Centre Fun Day and took part in an interview with the press re: Swift Square toilets; 25 July attended a Conference on dementia in the Gwelfor Centre; on 27 July presented a cheque at the Holyhead Leisure Festival and on the 29 July judged at the Holyhead Leisure Festival; on 30 July attended a service on the Newry Beach; on 31st August attended the Passchendaele Memorial service;

on 4 August met with Dewi Lloyd to discuss the Lottery application by the Holyhead Town Council; on 6 August presented a cheque at the Sports Club; 7 August attended the Eisteddfod lunch; 8 August spoke with the representative of the Lottery by phone with the Deputy Clerk and the Empire Manager; on 10 August attended the Eisteddfod Mass; on 15 August met with the Empire Manager re: staffing issues; on 18 August attended a meeting with representatives of the Bowling Club; on 19 August presented prizes at the Llaingoch Horticultural Show;

On 25 August attended the Gaffers Sailing event; on 26 August attended the Gaffers event at the Newry Beach; on 26 August accompanied the Holyhead Choir on board the Cruise Ship; on 27 August attended the Gaffers Presentation; on 1 September attended the Ring of Fire cycling event; on 4 September met with PC Liptrot about a Railway project; on 9 September the Deputy Mayor, Councillor Keith Thomas attended a Ceremony at the Plas Road Allotments; 17 September attended the Battle of Britain Service at Bangor Cathedral; on 20 September met with the last surviving widow of HMS “Thetis”; on 25 September met a contingency from Ireland relating to the SS Adela and SS O’Hare; on 29 September attended the MacMillan Cancer fundraising event in the Town Hall organised by Councillor Adrienne Edwards; on 30 September attended a Civic Reception in Dublin for the SS Adela and SS O’Hare and also attended the Town Hall for meetings with the Town Clerk and the Deputy Mayor.

 

5.  To receive an up-date from the Town Clerk:

The Town Clerk informed members of the Council that the Town Council would be informed on Friday 6 October 2017 whether the Town Council’s application for funding to the Lottery Heritage fund had been successful.  The Town Clerk stated that if he did not hear from the National Lottery on the morning of the 6th October 2017 that he would contact them himself.  If there was a positive outcome, then the Town Clerk would call a special meeting of the Town Council in due course.  He added that if the Lottery bid was unsuccessful then there were funds already in the budget set aside to commence certain improvements in the New Park Road Park.

It was resolved, proposed and seconded to approve the Minutes of the Finance & General Purposes Committee meeting held on Monday 4th September 2017.

8. To vote for 2 candidates to sit on the Anglesey County Council Standards Committee: (List of 7 candidates in total)

Members of the Holyhead Town Council voted and each of the 7 candidates’ names were considered as per the list from the Monitoring Officer.

It was resolved, proposed and seconded that Councillor W J Chorlton and Councillor Keith R Roberts be the 2 preferred candidates on behalf of the Holyhead Town Council and the ballot paper would be returned to the Monitoring Officer of the Isle of Anglesey County Council in due course.

9. To receive a Report from the Clerk on the External Audit Report for the year ending 31st March 2017 (BDO Southampton).

The Town Clerk read out the communication that he had received from the External Auditors BDO of Southampton stating that it was a clean report – i.e. no major issues to bring to the attention of the Town Council.  However, one issue that was raised by BDO was regarding total fixed assets and long-term assets.

The Town Clerk read out the advice in the Practitioner’s Guide paragraph 387 that

“all fixed assets recorded in the schedule of assets and liabilities had to be measured at current book value (usually the insured value)”.  This is the way the Annual Return was filled in which complies with the advice in the Practitioner’s Guide.  The Town Clerk reported that when the former External Auditors, Hacker Young of Chester carried out its audit in previous years that this issue had never been raised by them. 

It was resolved, proposed and seconded that the Town Council accepts the Annual accounts to the 31st March 2017.

10.  To elect 6 members to sit on the Events/Christmas Lighting Committee:

It was resolved, proposed and seconded that Councillors Adrienne Edwards, Vaughan Williams, Jennifer Saboor, Beryl Warner BEM, W J Chorlton and Keith Thomas be elected to sit on this Committee.  The Mayor could attend ex-officio without having a vote.

The Town Clerk informed members that a plaque would be unveiled adjacent to the Holyhead Cenotaph on Remembrance Sunday 12 November 2017 to commemorate Captain John Fox-Russell V.C. M.C. R.A.M.C.  The arrangements would be carried out by officers of the Anglesey County Council.

 

(B)  Alan Williams Holyhead & District Round Table : Bonfire Night Firework display Sunday 5th November 2017 at 17.30 hours.

12.  PLANNING APPLICATIONS:

Appl no 19C452F : Full application for the erection of 16 x 2 bedroom houses together with 12 x 1 bedroom flats on land at Canada Gardens Holyhead

It was resolved, proposed and seconded to make no objection provided that all access, highway and pedestrian safety measures are put in place and that the developer be requested to provide some improvements in the Play area in London Road for the benefit of the community.
