MINUTES OF THE COUNCIL MEETING MONDAY 3RD APRIL 2017 7.00 p.m.

 

Councillors present:  Mrs Ann Kennedy (Mayor), Keith R Roberts, R E Williams,

The Mayor, from the chair welcomed all present to the meeting including the public who were seated in the back of the Council Chamber.  The Mayor reminded the members of the public of the Council protocol that no-one in the public gallery could speak whilst the meeting was being conducted.

 

1.  To ask the question – “Is any member of the public or any member making a recording of this meeting?

No-one was tape recording the meeting.

 

2.  Apologies for absence were received by Councillor Mrs Jean A Ll Williams and S Hadley.

 

3.  DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:

Councillor Mrs Ann Kennedy in planning appl no 19C303F : Full application for demolition of part of the existing building together with the erection of a rear extension at 13A Boston Street Holyhead as she is a member of the Mön Communities First Board who is the applicant.

Councillor J M Evans in all planning applications as he is a County Councillor who is a member of the Anglesey County Council Planning Committee

 

4.  MAYOR’S ANNOUNCEMENTS:

The Mayor stated that she had attended – on the 2nd February with the Deputy Mayor the Solicitor’s office at Llandudno,  10 February the newly refurbished Co-op Supermarket in Market Street which had recently been refurbished; 14th February a meeting re: the arrangements for the Anglesey Eisteddfod; a KCC Seminar funding provided by the public/private and voluntary sectors; on the 18th February attended the RSPB Children’s playground at South Stack; on the 1st March attended a St David’s Day Concert at the Town Hall following a Parade through the town when between 500 – 600 school pupils took part – it was proposed  that bigger and better arrangements would be made for next year,  on the 2nd March attended a group meeting for the visually impaired, on the 4th March attended a Concert at Moriah Chapel in Llangefni, 7th March awarded a young boy with the Chronicle Young Person of the Year award, on the 10th March attended a Wylfa Newydd meeting,

on the 10th March welcomed the arrival of a Lifeboat from France, on the 15th March attended a Fellowship Church group meeting at the Town Hall with the Town Clerk when good ideas for the future were discussed, on the 21st March attended a meeting at the Town Hall with a representative of the Jon Egging Trust as the Holyhead High School were involved with this Trust, on the 27th March attended a Business conference in town when there was entertainment provided by Tudur Owen and his wife, an event in Bangor when local PCSOs had been awarded with a Crime Beat Award and various meetings with the Town Clerk.

 

5.  To welcome representative(s) from Land & Lakes to the meeting : To receive an update on Holyhead developments:

The Mayor welcomed Gill Ronayne to the meeting.  Gill up-dated the Councillors by saying that the Penrhos Leisure Village was starting to proceed with topographical works having been commenced.  The proposed housing units at Cae Glas for the workers of the proposed Wylfa Newydd was dependent on the outcome of the contract for Wylfa Newydd and negotiations are still on-going at the present time with representatives of HORIZON Nuclear Power.  As regards to the land for proposed housing at the Kingsland site, this could be used as affordable housing for local people in the future.   Gill answered questions from various Councillors who asked for clarification on certain points and she said that she would up-date the Town Council at a later stage when further information was known.  The Mayor thanked Gill for attending the meeting.

 

6.  To receive an update from the Town Clerk:

Holyhead Park and Screen 2 at the Empire complex:

The Town Clerk stated that the application to the Lottery fund was progressing.

The Town Clerk also informed the meeting that presently all cheques paid by the Holyhead Town Council had to be signed by one officer and another two signatories of Elected Members  

This had now changed under the repeal of section 150 (5) of the LGA 1972, and from after the local Council elections there would only be a requirement for one other signatory to sign cheques in addition to that of the officer.

It was resolved, proposed and seconded to approve this change.

The Town Clerk, on behalf of the staff, thanked the members of the Town Council for their continued support as some of the existing members of the Council were standing down and were not seeking re-election at the Council elections to be held on Thursday 4th May 2017 and wished them well.

It was resolved, proposed and seconded to approve the Minutes.

10.  Receipts and payments for the month of February 2017

It was resolved, proposed and seconded that all Receipts totalling £57,058.44 and Payments totalling £79,036.57 (cheque nos. 110198 – 110242) be approved.

The Mayor, Councillor Mrs Ann Kennedy had declared an Interest in this planning application and the Deputy Mayor, Councillor Keith R Roberts chaired the meeting when this planning application was being considered and voted upon.

The Mayor, Councillor Mrs Ann Kennedy resumed chairing the Meeting.

Appl no 19C587D : Full application for the erection of a dwelling together with the construction of a vehicular access on land at 1 Parc Felin Ddwr, Holyhead

It was resolved, proposed and seconded to make no objection and to note that a further application had been received with an amended description indicating that it was for the erection of two dwelliings and not for the erection of one dwelling.

Councillor J M Evans, at his last Council meeting as a Town Councillor, thanked the Mayor and Councillor J V Owen for their continued assistance and support given to him during his time as a Town Councillor and praised the work of all the staff in acknowledging that the Holyhead Town Council was now a progressive Council which had now moved on to a new level. 

Councillor J V Owen thanked the Town Clerk and all the staff for their diligence and Councillor W J Chorlton also paid tribute to Councillor J V Owen especially for all his past service in the community.  Councillor E G Jones re-iterated his best wishes to all concerned.
