MINUTES OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING
MONDAY 6 MARCH 2017 7.00 p.m.

The Chairman, Councillor T Lloyd Hughes welcomed all present to the meeting.
1. To ask the question – Is any member of the public or any member making a recording of this meeting?
No-one was recording the meeting.
2. Apologies for absence were received by Councillor R E Williams, Mrs Ailia Lewis MBE, Mrs Jean A Ll Williams and J M Evans
3. DECLARATION OF INTEREST by any Councillor or Officer:
No declarations were made.
4. To receive an up-date from the Town Clerk:
Each member present was issued with a copy of the new Holyhead Town Guide which was a 2 year Guide 2017 – 2019. The Town Clerk informed members that there were two items of correspondence which had been received after the Agenda had gone out and he distributed correspondence (a) and (b) to all the members.
The Town Clerk was pleased to announce that the Isle of Anglesey Charitable Trust had approved - through the Large Grants 2017/2018 scheme - to award the Holyhead Town Council £50,000.00 towards the re-development of the Empire complex and the Holyhead Park. The recommendation will be put forward for approval to the meeting of the full Trust on the 18th April 2017. The Town Clerk stated that some of the essential works had commenced at the Holyhead Park such as cutting back of trees, repairs to fencing around the tennis courts, paths and gates – this had been carried out through funding from the VVP programme. The Town Clerk stated that the Planning application in respect of the change of use of the Pavilion into a café had already been approved.

The Town Clerk also stated that the Legal documentation was being finalised on the advice of the Town Council’s Solicitor. The Town Clerk stated that the application to the Lottery Heritage Grant was awaited but that funds had already been ear-marked in the draft Estimates which up to now amounted to £130,000.00 – this sum includes the £50,000.00 grant awarded from the Isle of Anglesey Charitable Trust.
The Town Clerk stated that if the Lottery Heritage funding was unsuccessful improvements at the Holyhead Park would be carried out in stages in order of priority.
5. It was resolved, proposed and seconded to revert into Full Council.

To adopt the resolution voted upon at the Council Meeting held on Monday 6th February 2017 – Parc Caergybi, Ffordd Porth-y-Felin/Holyhead Park. Porth-y-Felin Road, Holyhead
It was resolved, proposed and seconded that the Holyhead Town Council take over the ownership of the Holyhead Park from the County Council and to sign the legal documentation as soon as possible.

The Town Clerk stated that the land at the Holyhead Park was given to the people of the town back in 1917 – 100 years ago, and it would be appropriate to mark this by way of an event at the Park later on in the year.
The Town Clerk, on behalf of all the staff thanked the Town Councillors for their continued support.
It was resolved, proposed and seconded to revert back to the Finance & General Purposes Committee meeting and Councillor T Lloyd Hughes chaired the meeting.

It was resolved, proposed and seconded to approve all Receipts amounting to £49,789.02 and Payments amounting to £89,720.16 (cheque nos. 110151 – 110197).

7. CORRESPONDENCE (Received after the Agenda had gone out to the members)
(a) R Marc Jones, Treasurer, Anglesey County Council : Isle of Anglesey Charitable Trust Large Grants 2017/2018 : Recommendation by the Isle of Anglesey Charitable Trust to award the Holyhead Town Council £50,000.00 towards the redevelopment of the Empire complex and the Holyhead Park (Date of meeting of the Anglesey Charitable Trust is the 18th April 2017.
It was resolved, proposed and seconded to note the information contained in the letter.

(b) Dewi R Williams, Head of Service, Highways, Transportation, Waste & Property, Anglesey County Council : Environmental Enforcement Trial – fixed penalty for the dropping of litter and failing to clean up after dog fouling
It was resolved, proposed and seconded that the Holyhead Town Council gives it’s support to the introduction of the Environmental Enforcement Trial which will be staffed by the external enforcement Company – Kingdom working in partnership with with staff from the Anglesey County Council’s Waste Management Section, with the trial period commencing from the summer of 2017.

8. PLANNING APPLICATION:
Appl no. 19C1199 : Full application for alterations and extensions at Homefield, Penrhos Beach Road, Holyhead
It was resolved, proposed and seconded to make no objection.

The Town Clerk requested members to consider changing the time of the commencement of all Council meetings from 7.00 p.m. to 6.00 p.m. in the future.
It was resolved, proposed and seconded to agree to this which would come into effect as from May 2017 after the Council Elections had taken place and when a new Council had been formed.
