MINUTES OF THE ANNUAL GENERAL MEETING

MONDAY 15 MAY 2017 6.00 p.m.

 

Councillors present:  Mrs Ann Kennedy, Keith Thomas, Vaughan Williams, Mrs Beryl Warner BEM, Hywel Williams, Alan Williams, W J Chorlton, T Lloyd Hughes MBE, K Tatlock, Adrienne Edwards and Mrs Ailia Lewis MBE

From the chair, Councillor Kennedy welcomed all present to the meeting.  Before the meeting commenced Councillor Kennedy asked if all present in the Council Chamber could stand in silence as a mark of respect following the recent passing of former Councillor Sian Howarth and also the recent passing of a resident of Stanley Cottages, Mrs Gracelda Coomer.

 

The Town Clerk explained that Keith R Roberts former Deputy Mayor had not been re-elected onto the Town Council and the Clerk had obtained legal advice from the Legal Officer of the Anglesey County Council and was informed that the former Mayor, Councillor Kennedy should chair the meeting when the meeting commenced.

The Town Clerk stated that he was arranging for a translator with the necessary equipment to attend meetings in the near future.

 

1.  To ask the questions – Is any member of the public or any member making a tape recording of the meeting?

Mr Jeff Evans in the public gallery was making a video of the meeting.

 

2.  Apologies for absence were received from Councillor’s S J Redmond, Richard Parry and Raymond Jones.

 

3.  DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:

Councillor Trefor Lloyd Hughes did not vote when the planning application no 19C872D was being considered (Old Corona Works and Garage, Kingsland, Holyhead).

 

4.  TO ELECT A MAYOR FOR THE YEAR 2017/2018:

Both Councillors Mrs Ann Kennedy and Keith Thomas were proposed which was seconded.   Following a majority vote, Councillor Mrs Ann Kennedy was re-elected as Mayor for 2017/2018.

She thanked her fellow Councillors and paid tribute to the Town Clerk and all the staff of the Holyhead Town Council.  Minute no. 5112/17

Councillor Kennedy reminded all Councillors of the protocol that must be followed, under the Local Authority amendment Order, when using social media not to refer to age, gender, religion and make personal comments.  Councillor Kennedy said that it was a unique time for the Town Council, that the Town Council now employs a total of 23 people and that we should respect and support our staff and that the Town Council works for the benefit of the local community which it serves.

 

5.  TO ELECT A DEPUTY MAYOR FOR THE YEAR 2017/2018:

Councillor Keith Thomas was proposed and seconded.  Councillor S J Redmond was also proposed, but not seconded.  By a majority vote, Councillor Keith Thomas was elected as Deputy Mayor.  He thanked his fellow Councillors and said that he would do his best for the London Road Ward and Holyhead in general and hoped that the Town Council members could in the future act in a civil manner towards each other, to the Town Clerk and all the staff.

The Town Clerk stated that the newly appointed Deputy Mayor, Councillor Keith Thomas would now automatically become the Mayor as from the Annual General Meeting of May 2018.

 

6.  To nominate Councillors onto the following Committees for 2017/2018:

 

AUDIT/STAFF : To consist of 6 nominated Councillors

Councillors W J Chorlton, Mrs Ann Kennedy, T Lloyd Hughes MBE, Alan Williams, Vaughan Williams and Richard Parry were nominated.

The Town Clerk explained that the Staffing/Audit Committee had Powers to Act and met as and when necessary.

 

HOLYHEAD JOINT BURIAL COMMITTEE : To consist of 6 nominated Councillors.

Councillor W J Chorlton wished to withdraw from this Committee.

Councillors Mrs Ailia Lewis MBE, Mrs B Warner BEM, Adrienne Edwards, Hywel Williams,

K Tatlock and Richard Parry were nominated.

The Town Clerk explained that the Holyhead Joint Burial Committee also consisted of Councillors from the Trearddur Community Council and that the Holyhead Town Council contributes seven eighths and Trearddur Bay contributes one eighth to the running of the Maeshyfryd Cemetery in Holyhead.

Councillors Mrs Ann Kennedy, W J Chorlton, T Lloyd Hughes, Mrs Ailia Lewis and Hywel Williams were nominated.

The Town Clerk stated that he would arrange a meeting of the Committee in the near future.

 

TREFI MON / CCTV (Five Towns) : To nominate 1 Councillor in addition to the Town Clerk

Councillor W J Chorlton was nominated.

The Town Clerk confirmed that all the nominated Councillors would sit on each Committee for the duration of this Town Council until the next Local Council Elections.

 

The Town Clerk explained that there were 48 high definition cameras in the town and that the Town Council were also responsible for the public conveniences in Swift Square.  Lottery funding had been applied for towards the Screen 2 at the Empire and also the Holyhead main Park.  The Town Clerk confirmed that the legal documentation for the Holyhead main Park had now been signed by Councillor Kennedy and himself.

He went on to say that the main Park had been given to the people of the town in 1917 purely for recreational purposes and it would be a good idea to commemorate the 100 year anniversary later on in the year.  £50,000.00 had also been pledged from the Anglesey Charitable Trust.

Anwyl Construction had stated that they proposed to make a pedestrian access from the Tyddyn Bach Estate into the main Park. 

The Town Clerk, on behalf of the Town Council stated that it would be advantageous to the town to make a request to new large businesses coming to the Holyhead area to see if they would be prepared to contribute financially, or by other means, for the benefit of the community.

The Mayor stated that Holyhead Town Council was now one of the most progressive Councils in North Wales and could take on even more responsibilities in the future.

The Town Clerk added that now that there were new Councillors on the Holyhead Town Council, that should any Councillor wish clarification or assistance with any matter they should contact the Town Clerk or call into the office and that the Council Agendas went out to each member on a Wednesday prior to the meeting being held on the following Monday.

PLANNING APPLICATION (Received at the office on Monday 15 May 2017)

Appl No 19C872D : Full application for the creation of a parking area for the existing use of the site at Old Corona Works & Garage, Kingsland, Holyhead.

It was resolved to make no objection as long as the application for the parking spaces would only be located at the old Corona Works & Garage existing site.

The Town Clerk reminded members of the casual vacancy in the Maeshyfryd Ward and the Parc a’r Mynydd Ward and that the closing date for applications was the 25th May 2017.  Persons who wished to be considered for the vacancy in each Ward would have to write in to the Town Clerk and they would be co-opted onto the Town Council by way of a vote.

The person applying would need to be on the Electoral Register.
