MINUTES OF THE COUNCIL MEETING MONDAY 3RD JULY 2017 6.00 p.m.

 

Councillors present: Mrs Ann Kennedy (Mayor), Keith Thomas, Vaughan Williams, Alan Williams, Hywel Williams, Mrs Beryl Warner BEM, W J Chorlton, S J Redmond, K Tatlock,

1.  To ask the question – Is any member of the public or any member making a recording of this meeting?

Mr John Jeffrey from the public gallery was tape recording the meeting.

 

2.  Apologies for absence were received from Councillor Richard Parry.

 

3.  DECLARATION OF INTEREST BY ANY COUNCILLOR OR OFFICER:

Councillor S J Redmond did not vote on any Planning applications as he is a County Councillor and a member of the Planning Committee of the Anglesey County Council.

Councillor Trefor Lloyd Hughes did not vote on any of the Planning applications as he is a County Councillor and member of the Planning Committee of the Anglesey County Council.

 

4.  MAYOR’S ANNOUNCEMENTS:

The Mayor stated that she had attended on the 2nd May a meeting of the Irish Heritage group which was held in the Town Hall; on the 3rd May met with Irish representatives on their way back to Ireland; on Friday 12th May  attended the Ucheldre Centre and presented a cheque for £100 – Holyhead High School Record of Achievement Awards; on the 18th May met with representatives of the Anglesey Eisteddfod Committee; on the 23rd May attended a meeting with the Town Clerk and representatives of Land & Lakes; the Mayor stated that she would E Mail information about this meeting (Land & Lakes) with Town Councillors if they wanted further information; on the 25th May attended a meeting with representatives of HORIZON; on the 5th June attended a meeting with representatives of the Lenster Committee; on the 9th June attended a meeting in the Town Hall with the Leader of the Anglesey County Council – Llinos Medi; on the 13th June attended a meeting with the Town Clerk with representatives of the other Town Councils on the island; on the 14th June attended a meeting of the Business forum; attended the Holyhead Sailing Club’s Squib Sailing Championship and presented a cheque on behalf of the Holyhead Town Council – this event brought in many visitors to the town which was very positive;  on Saturday 24th June attended South Stack for the commencement of the sunset to sunrise motorbike fundraising event raising funds for Macmillan Cancer;

on 3rd July attended the Town Hall to give an interview for Radio Cymru; also attended weekly meetings with the Town Clerk in the Town Hall and with constituents who wished clarification on certain issues.  On the 27 May the Deputy Mayor, Councillor Keith Thomas met with cyclists who were fundraising for Leonard Cheshire Homes before their cycle ride from Holyhead to Cardiff and also attended the newly refurbished Alaw Ward at Ysbyty Gwynedd on Friday 23 June and met with various groups who were continually fund-raising for this very worthy cause. 

 

5.  To receive an up-date from the Town Clerk:

The Town Clerk informed members that the official hand-over of the Holyhead Park would take place during the week of the 10th July 2017 and invitation letters would be sent out to all Town Councillors and Holyhead County Councillors.  The Town Clerk had met with representatives of the Anglesey Eisteddfod Committee and the Town Council had agreed to assist with PR for the forthcoming Anglesey Eisteddfod.

The Town Clerk updated members of a meeting he had had recently with Mr Mike Gould of the Ucheldre Centre who are looking for funding to up-grade the Centre and are requesting the Town Council’s support.  The Town Clerk was authorised to send a letter of support to the Ucheldre Centre and work in partnership with the Ucheldre Centre to promote the facility, including using the Empire complex Cinema for screen advertising.

It was resolved, proposed and seconded that the Minutes be received for information as a true record.

9.  NOTICE OF MOTION from Councillor S J Redmond dated 21st June 2017:

Councillor Redmond read out the Notice of Motion.  He stated that he did not want to dissolve the Town Council but wanted to represent the rights within the Local Government (Wales) Act 2011 paragraphs 27C and 27D and Local Government Act 1972 and Schedule 12V (paragraphs 30 and 30A) of those who had signed the Petition of May 2016 which had called for a community meeting to decide on the matter of dissolving Holyhead Community Council (Holyhead Town Council). 

The Notice of Motion was seconded by Councillor Ken Tatlock. 

The Mayor reminded the Town Council of the exact wording on the front of the Petition which included the reference to “dissolving the Town Council”.

The Mayor Councillor Ann Kennedy stated that legal advice had been sought on the Petition and she had been informed that the petition did not comply with the rules governing a petition.

Councillor Redmond then proposed the amendment to the Notice of Motion with the removal of the final 2 paragraphs in the Notice of Motion.

It was resolved, proposed and seconded that the Town Council supported the amended Motion and the matter is now closed.

Councillor Jennifer Saboor attended the meeting at 7.00 p.m. and apologised for her late absence, due to personal circumstances.

 

10.  To nominate one Councillor onto the Standards Committee of the Anglesey County Council:

It was resolved, proposed and seconded that Councillor W J Chorlton’s name be put forward to be considered for nomination.

Councillor Trefor Lloyd Hughes thanked Councillor W J Chorlton for his contribution to the Standards Committee during the past year as he had attended every meeting.

 

11.  Receipts and Payments month of May 2017:

It was resolved, proposed and seconded  that all Receipts amounting to £44,339.50 and payments amounting to £55,798.25 (cheque nos 110326 – 110371) be approved.
